How Welsh Council Tax Works

Council tax bands in Wales are based on estimated property values as of 1 April 2003 — unlike England and Scotland, which still use 1991 valuations. Wales was revalued in 2005, and uses 9 bands (A to I) rather than 8. Bands are assigned by the Valuation Office Agency (VOA), the same body responsible for England. Band D is the reference band, and each council sets its own Band D rate annually.

Why Homes May Be Misbanded

When Welsh properties were revalued in 2005, the VOA assessed around 1.4 million homes using a combination of automated models and desktop valuations. While more recent than the 1991 exercise, errors still occurred — particularly where properties differed significantly from their neighbours in size, condition, or layout. Extensions, conversions, and local market variations since 2003 are not reflected in the current bands.

How to Challenge Your Band in Wales

In Wales, you can challenge your band by contacting the VOA directly. If the VOA refuses to change your band, you can appeal to the Valuation Tribunal for Wales (VTW) — a free, independent body that hears council tax band appeals. The process is similar to England, but the 2003 valuation date and 9-band structure mean the evidence thresholds differ.
