Why Glasgow has higher-than-average banding errors

Tenement flats present particular valuation challenges. In 1991, assessors had to assign bands to individual flats that varied in size, floor level, and condition — often within the same building. A top-floor flat with an extra bedroom might sit in a higher band than a ground-floor flat in the same close, even where the market value difference was marginal. Inconsistencies between flats in the same close, or between closes on the same street, are common and have been frequently upheld by the Valuation Appeal Committee when challenged with proper evidence.
